They are going on at the same time - what is the difference?

GDC EU is Monday - Wednesday and is convention that is mainly about various lectures but which also features an expo mainly intended for game developer.

GamesCom is Wednesday - Sunday and is a commercial expo aimed at consumers. It is pretty much like e3, but with the big differnce that they allow the public in on some of the days.

I was also confused about this, and thought they would be at the same time.

There's also a business part to GamesCom, which is not accessible to the public, where developers and publishers can have meetings.
